BC’s Ministry of Environment Water Stewardship Division Strategic Plan
The Challenge:
Lead development of a comprehensive strategic plan for a recently formed government division with a broad mandate and facing significant resource constraints.
The Project:
Prior to founding Econnics, Director Kirk Stinchcombe was the project manager charged with leading development of a strategic plan for British Columbia’s Water Stewardship Division. This division has a broad mandate to lead protection of British Columbia’s water resources and has responsibilities in allocation, flood hazard management, dam safety, groundwater protection, private water utility regulation and more.
Working with external management consultants, we employed a highly inclusive process to gather input from division staff. We utilized the knowledge of a project advisory group with 30 subject matter experts and a series of workshops with specific communities of practice within the division.
Issues that we had to consider included the potential impacts of climate change, changing relationships with First Nations, and growing public demands for action on water safety.
The Result:
Organized under the vision statement “Water for B.C.: Safe, Sustainable and Valued by All”, we created an inspirational, informative and comprehensive five-year blueprint for Water Stewardship Division. It continues to guide allocation of scarce resources by management and the individual efforts of staff members. It has become and invaluable tool for the division in fulfilling its role in the stewardship of B.C.’s water resource.
